Can you explane what it is.

It is a Federal firerms license that allows a law abiding individual to collect, and have shipped to his or her place of collection activity, by mail or common carrier, certail firearms calssified as Curio's or Relics, by a government list, or by virtue of the firearm being 50 years of age or older. Some people call the liscense sinply C&R, or some will refer to it as an "03" being that it is actually an FFL type 03 license. The license is available to qualified individuals for $30 for three years with an application and background check.

Many of the members on these boards are C&R FFL licensees, which allows them to purchase, and trade between themselves and others through the mail and other electronic means.
