From all the info i gathered on loading for a Romak (Romanian version of Dragonov..Sorta kinda..) I used .311 dia. bullets...shot like crap! rifle will hold a 1.5 to 2 inch group @ 100 meters (3 shots) with russian, bulgarian, czech, etc. shot same hand loads in 2 different rifles. Using .311 dia Sierra Pro Hunter SP, 47 g odf H4895 ( should be about 2750 FPS), CCI 200 primers in Norma brass...NO PATTERN AT ALL! Mic the bullets in Bulgarian FMJ they measure to be .3085 to .309 !! so why would they tell you to use .311 dia bullets when the factory doesnt even use that dia???

Try a .308 bullet.Slug your barrel to see what size it is.

I don't have a PSL, but I am using 47 grains of IMR4895, .311" 147 grain bullets. They shoot fine out of my Mosin Nagants. Have not found any brand of milsurp that shoots any better. Where all your cases the same headstamp?
