Who would be the better choice? County Sherriff or my small towns Chief Of Police?

The CLEO, is the Chief Law Enforcement Officer, having jurisdiction over the area where the collection activity it to take place.
One way to determine mentally who that is, would be to consider who would respond to the collection address, with a call to 911 for Police assistance? The County Sheriff's dep, or City Police?
If it the City Police, the CLEO would then be the Chief, otherwise the Sheriff.
Even in areas where you have "Metro" or "Consolidated" law enforcement, the boss of the responding department is your CLEO.

Or as I like to put it... the best way to find out who your CLEO is is to do the following:
Set up a lawn chair, an ice-chest full of beer, and a clay-thrower in your front yard. Strip down to your skivies, and take your 12ga and and a box of shells out front, and start drinking beer and busting clays.
The first law-enforcement officer to show up is likely your CLEO.:devil-smiley-1:
