The side sling arrangement and the side markings look suspiciously like a Romanian contract VZ-24 but I suspect that it is something a bit more exotic.

Brazilian 1908/34 short rifle in 7mm. Czech conract rifle. If it has been converted to 30-06, then it is a 1908/34.30.

I had one of these once, and it looked alot like the one you posted, so I'm guessing.
