CCW holster question

I have a High Standard 101 22 mag derringer. I have found a wallet holster for the gun. The kind that closes around the gun with a hole in the middle for you to pull the trigger. I have been told by a dealer that this set up is illegal. He claimed that the wallet is considered firearm manufacturing to the Feds. Has anyone seen this written or is he feeding me.

P.B., I know several people that carry derringers like this and the cops both State and Local in my state do not frown upon it at spot checks. It is still concealed, no matter how you slice it. One good friend of mine carries a Raven in .22, same way with a camo wallet type holster, no harm, no foul.
